Who Qualifies

Income at or below 150% of poverty level (about $22,590/year for single person, 2024). Seniors and households with high energy burden get priority.

How to Apply

  1. Find your state LIHEAP office at acf.hhs.gov
  2. Gather documents: ID, Social Security card, utility bills, income proof
  3. Apply during open enrollment (varies by state, often Oct-May)
  4. Funds sent directly to your utility company

💡 Utility Company Programs

CARE / Senior Discounts

Most utility companies offer discounts for low-income customers. In California, CARE provides 20-35% off electric and gas bills. Ask your utility about senior rates.

Budget Billing

Pay the same amount each month based on your annual usage. Makes budgeting easier and avoids high winter/summer bills.

Medical Baseline

If you use medical equipment at home (oxygen, dialysis, etc.), you may qualify for extra energy at the lowest rate. Doctor's note required.

Shutoff Protection

Many states prohibit utility shutoffs during extreme weather or for vulnerable populations including seniors. If you're facing shutoff, call your utility and ask about protections and payment plans.

The Weatherization Assistance Program (WAP) provides free energy efficiency upgrades to reduce your utility bills permanently:

  • Water heater insulation

Lifeline Program

$9.25/month discount on phone or internet service. Available if you're on Medicaid, SNAP, SSI, or have income below 135% of poverty.

Up to $30/month off internet service (or $75 on Tribal lands). Can be combined with Lifeline. Many eligible seniors don't know about it!
